Photographer Paul Raef was originally charged with four misdemeanors in July, which included reckless driving, failure to obey a law enforcement officer, following a vehicle too closely and reckless driving with intent to capture pictures for commercial gain.  

Bieber was stopped by police for driving at 80 mph in a 60 mph zone. When questioned, he told police he was being followed by paparazzi. The singer then called police to report Raef, who had continued to pursue the singer, thirty minutes after being stopped by the officers.

Paul Raeff is the first person to be charged with the 2010 law penalising dangerous driving when taking photos commercially. If convicted, Raeff could have spent up to a year in prison, and been fined up to £2,210.

The judge, Thomas Robinson, threw out the two latter charges calling the new anti-paparazzi laws 'problematic and 'overly inclusive'.

Raeff has yet to be tried on the two former charges.

Speculation has emerged in recent days that the pop couple's romance has ended, with rumours linking Bieber with model Barbara Palvin.

Speaking on Open House Party, the Canadian star was quizzed on the rumours of a split, with the singer appearing somewhat unsure as to how to reply. He said:

"I don't know what to say."

Bieber continued: "I don't know what's going on in my life. To even assess that it doesn't make sense 'cause I have not made any comment."

Palvin, meanwhile, dismissed links between herself and Bieber, who had his photo taken with the model. She tweeted: "Last time im saying it. please calm down.there is nothing going on w him.i met him and did a pic w him. wouldnt u do the same?:) #friendship."

The storm hit the East Coast of America recently, resulting in a number of deaths and destruction.

Bieber has become the latest music star to pledge money to the relief fund, following in the footsteps of the likes of Lady Gaga and Rihanna.

The Canadian will donate $1 from every ticket sale for four upcoming sold-out dates in the US. He said:

"I have spoken to @AdamBraun from @PencilsofPromis and we donate a dollar of every ticket to charity from the #BELIEVEtour ....so....We decided that for the Jersey, Brooklyn, and 2 MSG shows every ticket sold a dollar will be donated to Hurricane Sandy Relief. #GIVEBACK.

The 'Boyfriend' star added: "and all 4 shows are SOLD OUT so U are all helping us make a difference in the lives of those that need it right now. thanks. #GIVEBACK."

The teen star is due to hit British shores in February as he takes his 'Believe' tour to Europe.

He was due to perform three shows at London's O2 Arena but due to popular demand, Bieber has added a new date at the venue on March 8.

Support on his tour dates will come from Canadian star Carly Rae Jepsen and rising star Cody Simpson.

Bieber's UK jaunt will kick off on February 19 in Manchester before running through a series of English gigs, ending in London with the newly announced date.

Tickets for the March 8 London gig will go on sale tomorrow (November 9).

The star has been revealing tasters from a forthcoming commercial for his fragrance Girlfriend and yesterday (November 4) he unveiled a new clip.

He had previously uploaded a video of what looked like the viewpoint of a woman as Bieber tried to get her to play drums.

The new teaser sees the Canadian play acoustic guitar in a park with female hands mysteriously stroking his hair.

Filmmaker Alfredo Flores tweeted about the full advert: "Feeling bad for all of you who only have a few ovaries left. The new #Girlfriend commercial will destroy them. #ThroughYourEyes."

The full video is expected to emerge this week.

The 'As Long As You Love Me' singer released successful 3D concert film 'Justin Bieber: Never Say Never' last year, and is now considering a career in the movie industry.

Bieber is interested in a variety of film scripts - especially action and comedy roles.

He told US magazine Star: ''I have a few offers after my tour is done. I'm pretty excited, I want to do comedy stuff and some action but I don't know what exactly. I am a jokestar and I am good at it.''

Despite his plans to take over the big screen, Bieber isn't planning to leave behind his status as a chart-topping phenomenon just yet. He explained:

'I won't stop making music. I would love to do a song with Stevie Wonder and a duet with Quincy Jones would be crazy."

The 18-year-old Canadian is currently dating 20-year-old Selena Gomez but he told Live magazine that age isn't really an issue - unless they are about 50 or 60.

When quizzed on Cheryl Cole, Bieber said that she is "really pretty", despite the 'Call My Name' star being 11 years his senior.

He was then asked if Cole is too old, with the 'Boyfriend singer replying: "Is that a challenge? She's not too old. Nothing is too old for me, except maybe 50 or 60."

In the same interview Bieber spoke about his fear of flying, adding:

"It scares me. When I get anxiety, my heart drops and starts beating really fast as if it's going to explode. And when there's a weird noise, it's like, what's that weird noise? People say you have more chance of getting into a car accident than a plane crash, but they do maybe one flight a year and I'm on planes all the time."

The Canadian heart-throb, who this week hit the three billion views mark on YouTube, told the Daily Mail that he’s so confident in his own abilities that he doesn’t worry about any of his competition:

“I am not threatened by anybody; no one can threaten me. It’s actually cool to have other young people on the scene. I’ve spent years being the only one at all these awards shows – now there are other people my age. 

“I hang out with One Direction, and the guys from The Wanted are fun, really funny guys. I keep my distance when they go to clubs to have their fun – I go home.”

However, the 18-year-old, currently in the UK Top 20 with Nicki Minaj collaboration, 'Beauty And A Beat,' did reveal the one thing he is afraid of, flying:

A new clip has now premiered on ABC News and it shows Bieber and Winfrey at a sit-down dinner talking about his relationship with Disney starlet Selena Gomez.

The 'Boyfriend' megastar opens up about how they make their romance work with their international levels of fame and he admitted that he makes sure she is always by his side: "Sometimes... sometimes we've got to take the back exits and do different things, but I never make her separate from me because I don't want her to feel like I'm ashamed of her."

"I feel like a lot of guys do that - especially in the business. They don't want to be seen with the girl so they'll make them ride in separate cars and do all that 'getaway' stuff. When we get away, we're getting away together."

Following the teaser trailer, Oprah added: "It's the biggest thing I've done since Michael Jackson in 1993."

The singer met up with the chat show queen on Wednesday (October 24) to record a sit-down interview for her 'Oprah's Next Chapter' program.

Bieber follows in the footsteps of previous interviewees such as Rihanna and Usher.

Prior to the filming, Winfrey saw Bieber in concert and praised the 'Boyfriend' singer on Twitter, saying:

"BELIEVE concert so impressive. Thanks for a SUPER FUN nite Can't wait to talk to you tomorrow!"

She later posted a photo of the pair together along with the text: "Me and the Bieber just finished our interview. Good stuff! # NextChapter."

Bieber's interview is scheduled to be aired in the US on November 25.

The Canadian star is something of a phenomenon on the video streaming hub and made his name through the site.

His track 'Baby' is still YouTube's most watched video with over 791 million views, although Psy's 'Gangnam Style' is catching up.

In second place on the list of most viewed YouTube artists is Rihanna with 2.8 billion views, whilst Lady Gaga has 2.2 million.

Eminem meanwhile is the fourth most watched star on YouTube with 2.1 billion views, with Shakira (1.8 billion) completing the top five.

The Canadian superstar recently entertained millions of fans across the world on the internet after video footage emerged of the singer throwing up on stage.

He later blamed the incident on a pre-show combination of pasta and milk.

Bieber has now been filmed falling down some stairs whilst performing with pop comrade Carly Rae Jepsen on Tuesday (October 16).

He was singing the track 'Beautiful' with Jepsen whilst playing in Canada before taking a tumble, with Jepsen on hand to help him back up.

British singer Olly Murs, meanwhile, set the benchmark for comedy stage falls this year after video footage showed the star launching head first down some stairs at GuilFest.

At the end of September, the 'What Makes You Beautiful' heartthrobs released their new music video for 'Live While We're Young' and it had a phenomenal 8.24 million views in the first 24 hours of being made public. This impressive figure saw them steal the record from Bieber, who previously held it with his visual offering for 'Boyfriend'.

Last week, after an elaborate PR stunt involving a supposedly stolen laptop and leaked footage, Bieber unveiled the video for his collaboration with Nicki Minaj on 'Beauty and the Beat' and it racked up an even higher number of hits.

'Beauty and the Beat' received 10.6 million views in the same time period and has now earned the teen sensation his title back. Writing on his official Twitter page this afternoon (October 16) Bieber thanked his fans for supporting the song:

"Only 3 DAYS and OVER 25 MILLION VIEWS!! #BAABWORLDRECORD #SWAGGY! thanks!"

The Canadian has teamed up with the German sportswear brand to help promote their NEO line of products, which includes clothes, shoes and accessories.

The 'Boyfriend' man has signed a two-year deal with Adidas that will see him advertise the company through to 2014.

Speaking about the partnership, Bieber said in a statement that he shared NEO's ethos that "style is an adventure". He said:

"I found a real connection with NEO because it is about fashion, freedom and being true to who you are. With my new album, 'Believe', I am spreading the message of believing in yourself."

Bieber continued: "The first step is showing who you are, and one of the great ways to showcase yourself is through fashion. For me style is an adventure, something to have fun with and NEO believes this too."

The former X-Factor judge told a national radio conference in Sydney last week that the Canadian teen idol’s career wouldn’t last because his audience would eventually outgrow him.

The 18-year-old then appeared to allude to her criticism on his Twitter page, posting, "doubt me....i like it," before adding, "im working on something special."

Bieber then addressed Osbourne specifically, posting a link to his new video, 'Beauty And & Beat,' with the words, "Not worried sharon."
